Why not just pick up an Amazon UK e-gift card for the amount of the pre-order and if you get hit with a hold it will be now for the giftcard instead of later for the game.

Went ahead and snagged a pre-order on UK Amazon for the PAL version, because the way I read it the Steelbook edition is just a pre-order upgrade like the Sleeping Dogs Artbook version was back in the day. Worse comes to worse I can always cancel it before it ships if I am wrong.

Kaos popped back up with a in stock date of the 20th for me, got one ordered for my nephew so fingers crossed it actually ships.
