Steam has the hiccups, I was looking at the Specials, I refresh and then boom, they're gone. I'm going to wait a little while so I can browse the deals :P

I apologize if there's a thread about this already, I did a search and didn't find anything. I was wondering if there were any post or status requirements so one could use a signature? When I go to the Edit Signature page it says "Sorry, you are not permitted to have a signature." Thank you :)
