Unfortunately, no. I've been on the lookout and DLC has only gone on sale once ever, many years ago. As soon as a sale drops, I'm snatching up a whole bunch of DLCs. But honestly, they probably make enough money that they don't need to do sales, is my best guess why they don't ever do them again.

As someone mentioned, it's not really necessary. Think of the tutorial as just letting you know all your possible options. You don't have to use them all. In all games, I never bother with crafting, for example, unless it's mission related. Hunting down herbs in random locations is not fun...
