Anyone can tell if Scribblenauts Unlimited key from Amazon is region locked?

And also, does anybody know if any of the games that are on sale / will be on sale (Steam ones obviously) like: - Prototype 2 - Max Payne 3 - Spec Ops - Sleeping Dogs - Darkness Are region locked for US?

Bought Divinity II: The Dragon Knight Saga few minutes ago and activated without problems on European Steam account.

Is there a chance that Dragon Age 2 will be sold separately with lower price (-75$, 4.99$)? I have DA1 Ultimate, and buying it second time would be a waste.

Are the cdkeys for Civ 5 region locked (Steam)? I'm in Europe now. Previous games that I bought there, weren't (DS3, DNF etc.). But Mafia 2 was for example, I've read somewhere that the same case is with Civ 5, true or not? I don't want to use VPN again to activate it...
