Found all PS2 games for 50% off at a Sony Store in Kenosha, WI. I wonder if it's the same every where else.

for the people who were told that the deal doesn't exist don't just give up. Ask a couple of store associate about it, I'm pretty sure you'll find one that knows or who is at least nice enough to help you find out about it.
