Anyone know how to get the "No Friend of Mine" achievement in Cities in Motion 2? I've tried turning fares all the way up and lowering wages, but the reputation meter doesn't do a damn thing. What am I not getting?

I have a Xenogears Jewel Case and the discs but I can't for the life of me find the manual. The discs are scratched but in working order. About how much do you think I could fetch for it on eBay, and how much do you think I could get with the manual? Should I just wait until the manual shows up...

At least gamestop has stepped their game up recently. Online anyways, in-store some prices are still outrageous.
