Xbox live status shows issues with FH3, so that might be the cause. I've had that happen before and they eventually pop up.

Tickets are for the nightfall strikes(maybe raid too, I haven't checked). If you want to do matchmaking(guided games) for it, you need to use 1 ticket.

I would lean towards morons, lol. I had the same issue when attempting a co-op forzathon recently. Took me ~20 attempts as I was booted almost instantly, no one setup events/meeting place, they sat at festivals and did nothing, etc. You are correct; you cannot host unless until you invite...
