If the manager got something from the buyer, it would be a kickback. Kickbacks can be illegal if your company doesn't know about it/ approve it. I doubt criminal charges would be filed, but the manager would certainly be fired with cause, and deservedly so.

There must be more than 10 stations. KDST isn't on that list above, but it's on the GTA radio, station 4. Talk Radio station is not on the GTA radio, so there are at least 11 stations. I'm kinda bummed there are so many hip-hop and urban stations. .. I was hoping for some more of those...
