I picked this up the last time it was on sale. It's terrible. It's very buggy, the achievements don't register and it's just not that good.

Spoiled by Steam? This has happened on multiple occasions on Steam over the last year. Usually, Valve just ends the sale rather than issuing or obtaining more keys. I think MS should be commended for not just capping the sale when they ran out of keys.

According to the Widescreen Gaming Forum, widescreen support in RF1 is native. They didn't have any more details than that.
If it's not accessible through the UI, you may have to manually edit one of the config files.
For the first playthrough you should be fine in the high 30's or early 40's. For the second playthough you need to be at least lv 50. If you've got the Zombie Island of Dr. Ned to go through still you'll get to 40 without too much hassle.
