I've beaten Witcher 3 but never played any of the DLC, I haven't touched MGS 5. I wanted to know if I should get Witcher 3 complete or MGS 5 complete?

Is there a chance that bethesda will release a fallout 4 GOTY edition that ends up being cheaper than the current deal on xbox live. Its $50 for the season pass and base game. I have a felling it might be on sale during Amazon's prime day sale but I don't know. 

Is getting fallout 3 or oblivion a good idea? I'm not sure if the DLC are included with the game or if they're a separate purchase. I want to pick up something but I'm not familiar with a lot of these games, does anyone have recommendations?
