Yup, same problem here. My daughter likes terraria, we can't play coop nor can can she play any of the games I bought because the system puts locks on all the games for any other local system users on the dashboard when it's not activated as the primary console.
I filled out that form anyway, thinking maybe they will deactivate all devices. My email reply from Sony was basically to wait 6 months. It's like a robotic response from PlayStation chat, twitter and email.

Just curious, I posted earlier that I had a huge improvement on my vita and pstv after disabling "directly connect to Vita" setting in Ps4 settings. Have you tried that?
Don't know if you will ever see Netflix on this. This isn't marketed as a multi-media player. It's an extension to the Ps4/Vita/Psnow game library.
