The vita will ask you to download the software for free when you plug it in. Both the PC and Vita needs to be online to download it. After that, you just need to plug in your Vita to the PC and operate it from the Vita.

Forget the 128GB. Just give me a Vita 3000 with 500GB installed, longer battery life or a removable battery like the PSP, be able to have more than one profile on it, and be able to play physical games.
You can store it on your PC with the USB that comes with the Vita (Any third party USB does not work). When you copy the game to your PC, it will also copy your game saves (So you do not need to have plus to back-up saves), any updates for that game (You do not need to redownload the update)...
