It looks like region locking may have been removed from south park as of 4 days ago.  According to steamdb, ReleaseStateOverrideCountries was added to it, including a lot of territories.  Perhaps everyone who had South Park region locked on them could check.

Such actions have led to bannings. I would not recommend using a VPN to activate a region locked game.

If he was already on your friends list before, then he likely got hacked. If you just friended him on steam, its likely that it's a different account that the Babo here, as anyone can name their steam handle as "babo", and simply copy his picture from here to use as his steam avatar.
