From a GameStop perspective, The X&Y XL's you could. The Pikachu one, you could not. The Ocarina of Time 3DS was also not available for preorder and was first come/first serve on Black Friday when it launched. seems that the Zelda XL might be the same.

The reason Gamestop lists the Xenoblade as preowned, if they did pay for reprints, is probably because they paid for it. Preowned games they sell are ones they own, and earn 100% of the sale. New games, gamestop earns little off their sale. So listing a game that GS paid for a reprinting as...
