Incorrect! Bethesda's games used to be built for PC then ported to consoles but they [like almost every other developer] now port to PC. Skyrim was made for the XBox 360 then ported to the PS3 and PC. You can see a clear example for this by looking at the UI. And notice how Skyrim has built in...
