Was wondering the same thing, but I checked out this unboxing video and it seems that everything is on 1 disc for the PS3 version and you just download Liberation from the disk to your HD. So no voucher as far as I can tell. 360 definitely is a voucher unfortunately...

Not yet but it is still possible. I noticed earlier the PS3 version of Assassins Creed 3 was dropped to $24.99 while the 360 one stayed at $29.99. Just checked again about an hour ago and it seems the 360 one is now $24.99 as well so I assume it is possible with Far Cry 3 as well.

Is this definitely the case? I know Best Buy, Gamestop and Target's sales usually are available online as well, they go fast but I remember last year I got a bunch of stuff from BB and GS without having to step foot in the stores.
