    If I'm not mistaken, don't the publishers have a hand in how much games go on sale? Either way, I think Skyrim and the expansions have stayed high since the game is still quite popular. It's the "Call of Duty" effect (those games never go on sale for any sort of major discount). I'm guessing...

    Ubisoft seems to be really stingy when it comes to putting their strategy games on sale. Anno is from 2011, yet they refuse to put it higher than 50% on any of the Steam sales. Heroes of Might & Magic VI is/was the same thing.
