No, it's not. I don't think that you fully understand the situation. Have you played any of the accounts on the same day? Are you using the same address for the accounts? If so, you'll develop an appreciation for what's going on when you stop receiving your orders.

I received Project Gotham Racing which I ordered on April 2nd. However, for May, I've only received 5 of the 8 things that I ordered. I've resigned myself to the fact that the other three aren't coming.

I don't believe there's any "investigation" done. They just assume that you're guilty, flag you, and move on.
