From what I've seen, it's absolutely random

Of course, you'd probably have to a have a nintendo account and PROBABLY have that account linked to your Wii/DSi

FWIW nintendo sent me another email with a code telling me to disregard the original code -- i guess it was invalid after all. sent the new one to dawg26 so no more codes. good luck.
