Annoying ringing sound around processor

For a while now, my computer has been emitting a high pitch ringing noise from the CPU, or somewhere near it. There's a light ringing that's pretty much always there, and a much louder ring when the CPU is more active. So, literally everything I do makes a sound, from opening new windows to scrolling up and down web pages.

The closest thing I can find is piezoelectric noise emitted from laptops using power saving features. It does kind off sound like a light bulb that's been dimmed, but a lot louder and scratchier. However, this is a desktop, and I have no power saving features. It's a Pentium 4 3.0E (Prescott) on an Asus P4P800... old stuff.

I imagine the solution will be a new computer, but I can't afford one at the moment. So, unless someone has a magical software solution, this has to be a complaining/discussion thread. Heh.

I can't hear the sound file. Did you unplug the fan to make sure it wasn't that? Sometimes Caps and Transformers can emit a while while under power, my Laptop power supply does that all the time, and it isn't dangerous.

I seriously doubt any software solution will work though...
