Anyone else having problems purchasing points?

I've been getting a can't authorize payment method error with everyone one of my accounts tied to XBOX live and I know for a fact that my CC account has a zero balance and I have plenty of money on my debit card and on my paypal smart connect.

Is anyone else getting this error?
 
Contact XBL support. My guess is that your account is locked for some reason. They would know better than we could guess at.
 
I've been trying all day to redeem a code for a 1600 points card, and each time I get an error message. Got it both through the dashboard and xbox.com.
