check your local kmart, they have some clearenced items that range from $1 and up. i also found some $.01 games but i just got lucky that time

I think the easiest way to do it is through a B2G1 at GS/EB or something. Just buy store credit from there off of someone, and when it rolls around, scoop up a milion games up to 4.99. You should be able to get credit at like 80-90% of the price, plus their credit is untaxed when you buy things.
Kmart and TRU have had a bunch of cheapies under $5, but those are very hit or miss if you arent on it as soon as it hits.

Socom, Socom 2, Blood Wake, Yakuza, State of Emergency, Gunvalkyrie, The Getaway, Dead To Rights, Red Faction, Oni... for 54.55.
Pretty damn good, I've actually always wanted to play Gunvalkyrie, Red Faction and Dead To Rights, and I've always wanted to get Oni because it's made by Bungie.
Sound good or should I initiate emergency shutdown procedures?

Well they're all about $5. I put that in there because it would be nice to have all of the Xbox's launch games. That was one of them, right?

If not too shabby brawler+ragdoll physics appeals to you (From the makers of the exquisite Spiderman 2. Not as good, but has some meat to it.), GS/EB has Minority Report (All three systems) for $4-ish.
Just don't get it if you're expecting to do all the cool stuff from the movie.
