Basic Question, Ballot says use pen & Pencils supplied is it an issue?

OK,

So as I wrote above. Is that an issue? The ballot clearly states Use Blue or Black pen and Pencils were attached to the booths by string.

Anyone have any insight either positive or negative about this?

No problem. It shouldn't be one too.

How would we know if it's positive or negative? If it doesn't scan you have no way of knowing it.

Should be fine really, as long as the pencil is dark enough. I had pens with mine so it wasn't a problem, but I think your vote was probably counted .
