Where's the best place to buy a Virtual Credit Card online?

I found these two but I don't know if they are reputable.
Also I don't recognize any of the payment methods except Western Union.

Also is there any place you can buy them offline? I know the prepaid cards at stores aren't
the same as virtual credit cards. (no name or billing address associated with the card). Thanks.

I wouldn't touch them.

Why do you want a virtual credit card instead of a rewards credit card??
(I get 2% back w the Fidelity Amex card)
Are you old enough for a credit card?
If not, you should probably just get a debit card (one w visa/mastercard logo on it).

so what can you buy online that requires you to have a billing address associated with the card but not your real name or address instead of a gift credit card like the VISA ones sold at target/wartmart/etc?

Who said anything about not having their real name and address associated with the card? My friend needs it because she doesn't doesn't have a credit card and does not want to give Paypal her debit card. Simple at that.

I'm was trying to figure out a solution to help her but, if it can't be done it can't be done. I'm just going to tell her apply for a credit card and be done with it.
