Kindle fire HD for 199
or
nexus 7 32 GB for 249

if they are just looking to play games on it ...

also i think fire since you can hold all of your games on amazon for free in the cloud

can you upgrade the HD with more memory ??

The thing is the kindle fire only has access to apps through Amazon, it doesn't have access to the whole android marketplace.
iirc, you can get the android marketplace on the kindle fire, but you have to root it.
You don't even need to root it; you can load games/apps if you can mange to get the .apk file onto the device. I download games on my S3, back up the .apk to my desktop and then put them on the Kindle.

The biggest downside is many of the popular games (gameloft, ea, etc.) have unique "Kindle Edition" versions that must be purchased via the Amazon storefront. Half the time, the Play Store versions won't work correctly on the Kindle.
so what should i get
For the same price (16 GB), I'd get the nexus. If you can get a deal on the fire for $50 or so less, I'd get that for kids.
