Around my neck of the woods, Safeway is very competitive on gas prices.
Right now if you are part of their free rewards program you can earn up to 90 cents off per gallon buying gift cards (many major stores - BBuy, Target, Petsmart)
and now they are running a special 4x points
I need to go to Petsmart anyway, so bought a $25 card, I will now get 13 cents off a gallon on my next fillup ... plus the card came with a free dog tag that I will give to a friend with a new puppy.
13 cents savings = (3 cents for being a frequent shopper member and the extra 10 for buying the $25 GC with 4x points)
Every $25 you buy on certain GCs (basically all but Safeway, Visas, & phone cards) earns you 10 cents off per gallon.
