Can retailers charge you in full for a preorder before it ships?

I just preordered Marvel Lego Super Heroes for the PS3 from Wal Marts web site. They say it's not out until 12/31, I've also heard 10/31. Anyway, they charged me the full price last night. I was under the impression they don't charge you until the game ships. From my understanding, legally they would now have to deliver the goods paid for within 30 days. Also, I've heard charging the full amount before shipping a product is against Visa's policy. Is any of this true? Should I email Wal Marts customer service about this? Thanks.
 
A company can operate its business however it wants as long as it doesn't break any laws. This is against US accounting standards, but that would only apply when Walmart issues financial statements.

But, I'm pretty sure Walmart never charged me for a pre-order. Are you sure it isn't a pre-authorization or a temporary charge?
