Can You Create "International" Xbox Accounts Similar to PlayStation?

For context, someone is asking me if it's possible to get DLC for Dragon Ball XenoVerse 2 because they can't buy it themselves on the Xbox storefront. So my real question is: Can you create a "foreign" account like you can on playstation to get the DLC? The guy says he owns the disc version, but didn't state which Country he was from. Thanks in advance.

Might be a better question for the general Xbox thread, but I'm not sure. You can switch your account and Xbox region and also use VPNs to get around most restrictions.
