Cheap console-only Xbox?

Actually, my big suggestion would be to take a trip to the local pawn shops or flea market.

Check local classifieds, maybe the Craigslist thing online if they have one for your city. I would also check the Trading Forum here, someone might be trying to sell one.

Try flee markets or pawn shops. Also if you happen to be at gamestop and someone is returning one offer them more money.
