Unless this is something new they announced, last time I checked the 360 Game Room cost a few hundred points each.

Noticed everything was free around 11:45pm PST when I started browsing the Marketplace. Would have posted sooner but it took awhile to download everything.
 
The Game Packs have always been free you need them for games to show up in Game Room then it costs money if you want to play them.
