Desktop Power Problem

Today, I shut down my computer to blow it out with canned air, which I do often. When I was done, I went to turn it back on, but it wouldn't turn on.

Prior to this , the last couple of days, I noticed that my compter was making a "whining" noise, which I believe was coming from the Power Supply.

When I plug the computer in, the light on the motherboard turns on, but when I press the button, nothing happens. By doing this, it confirmed that my power supply was the one whining, and it's just making a low whining sound.

Does anyone know if this is characteristic of a bad power supply? or is something else wrong? I've tried removing drives, RAM, etc.

Any advice is appreciated, I just dont want to spend on a power supply to find out it was something else
 
a friend of mine let me borrow his power supply, and it power right up.. so it was the power all along, cool video though, would have never thought to try that

yeah i was really hoping not to have to shell out money for some new guts, still not thrilled about having to pay for a new PS though.. at least it cost less I guess
 
Purchased a new power supply , and it's back up and running now. However I noticed the computer won't boot with my second hard drive plugged into the power. Does that mean the HD went with the PS? I hope not, I had my pictures etc on there.

No it's actually 50W more.. 550 vs 500. I went with the 550w cause it was modular, but the 500w I was looking at wasn't

I can't get to the Bios with the drive attached, the fan starts then stops, and won't power on. Is there a setting in the BIOs that I'm forgetting about?
 
What is it's expected efficiency %? While you bought a 550, it's most likely around 400W, but if you bought a bad PSU it could be even less.

It's part of the Antec Continuous Power Line, which claims to always be at what it says
 
Is the hard drive IDE or SATA; if its IDE, then it probably has a jumper you may need to setup.

Does the computer beep, make any abnormal sounds when you press the power button to turn on the computer?
Please describe what happens when you try to turn it on with HD vs without.
 
Alright,

When I have the hard drive connected to the power supply, and I turn the computer, I see the processor fan make a bit of movement like it's going to start then just stops.

Without it connected, everything starts up just fine
