This is not really anythign new. They've been doing this for a while, and each time it seems a few more people catch on. You want a really interesting one, last year following the Democratic National Convention, which gave Kerry a good boost, Tom Ridge held a press conference to inform everyone that they weren't going to raise the terror alert level. I thought, "wow, a press conference to say you aren't doing anything." It was just a nice little reminder that we're supposed to be worried about the terror alert.

Given the scandals over recent months, growing dissent in Iraq, rapant cronyism, DeLay's public scandal, Frist's "blind" trust, Harriet Meiers, The Valerie Plame scandal, etc, we should be in a state of ing "IT'S GONNA BLOW!!!!" any minute now if this theory of the OP's article were to hold true.

I'm a cynic, but I'm not paranoid.
