Does GTA IV Complete ever go on sale?

I see vanilla on sale pretty often but the lowest I've seen the complete edition is 22 bucks..and it's been out for a whole year.

GTA Complete Pack has been on sale twice in the past few months on Steam for $12.50.

Last I remember, it just made more sense to buy the GTA Complete Pack instead of the GTA IV Complete Pack based on pricing and discounts.

It was on sale for $19.99 at Target when they had their B2G1 sale a while ago. That's the price you're going to see it at.
