Halo Reach action figures clearance for a penny at gamestop

Was in GS today and noticed the Halo action figures were on clearance for a penny, thats right $0.01. I didnt know where exactly to post this, so I figured this was the right area.

I thought when something is marked down to a penny at Gamestop, they will pull the items off the floor and throw them away?

At least the last time I tried to buy a penny guide, the clerk wouldn't sell it to me.

I think it really depends on the manager thats working, but yeah I also thought thats what they did with penny items.

would these be like the guides, where they would be automatically clearanced? Or would i look stupid asking and they could be full price?

Also, is it all of the reach figures or just certain ones?

I'm guessing its series 3 only. Series 4 is NOT pennied.
