How to Understand Japanese/Chinese Games?

I have been seeing alot of ways to patch Jump Ultimate Stars,

but am really confused as to what you actually have to do.

Is that only for like ROM's on the computer or what?

Learn Japanese or Chinese. Just don't study Chinese when you want to understand Japanese or study Japanese when you want to understand Chinese. You'd probably do that, so that's some advice for you.
