I don't get it (Wii Online)

I am trying to get my Wii Online using the Nintendo Wifi USB dongle. My Wii detects the dongle, the dongle detects the wii connecting, and I grant permission. Wii takes two permissions rather than one for some reason. Despite both "seeing" each other, the internet connection test always fails. I always get error code 51040.
