Is There Any Legal Action For This?

So, I got home just a little while ago from visiting my sister for the day and noticed someone had moved my scooter. Not moved the mirrors on it, but physically moved it to a different location than where I had it parked. It is too dark right now, so I can't tell if someone maybe bumped it with their car and knocked it over or maybe they just have a god complex and think they have the right to do whatever they want to other people's property...

Well, I live in apartments on campus and there were a number of living room lights on in my building. So I quietly knocked to ask people if they had seen anyone messing with my scooter. No one saw anything. So I decided to call University Police. It's late, but I wanted it documented that it was reported in case anything bad happened to my scooter. They said they would send an officer over to take down what happened. Then they called right back and said I would have to talk to Housing about the situation.

Are you serious? I know it's "just a scooter", but come on! Would they expect me to have Housing investigate if someone had jacked my car into neutral and moved it? (I know the answer to this. Someone's roommate tole their car keys in the middle of the night and parked their car on the basketball court. Police came and got involved for that moving of a vehicle.) Why should a scooter be any different? Is there something I can do about this? I'm sure I'll talk to someone who saw what happened. Whether or not I find damage to the scooter tomorrow, it doesn't really matter. It's not right for people to go messing with your vehicle.

I'm probably going to end up calling the city police and when they refer me to the University Department, I'll have to tell them they didn't care to investigate. I don't really know why I'm coming here to post about it. I guess partly to vent. Maybe partly to see if it is a crime to move someone's vehicle. I don't see how it can't be a crime. Anyway, I guess I'm done ranting. Stupid, selfish college brats...

Someone might have moved your scooter to make additional parking space for another vehicle. I can understand the frustration with someone potentially touching/moving your scooter, but if there's no damage, there's really no issue after notifying security of it.

It doesn't seem to be too big of an issue, so don't get too flustered about it.

What would propose any authority do? Haul the neighbors in for questioning? Barring any meaningful evidence of illegal tampering with your property and pointing to any particular person or persons, what can be done?

Shall the cops come to the area to give everyone a stern look?

Not sure what crime it'd fall under. It seems to be relatively close to where you left it. The car had been moved quite a-ways I'm guessing, so it's closer to theft (Grand Theft Auto). And if the court was indoors, trespassing. If there's no damage, there's not much anyone can do. Annoying, wrong, but not really illegal, especially if it looked to you like someone might have bumped it with their car and accidentally moved it.

Now, if there's damage to it, like a dent or broken light, then you have a valid complaint.

Take a look at the scooter and see of there's any damage first. If not, then you learned a valuable lesson about locking your crap down. If there is damage then call the University police back and tell them about it and they'll have to come investigate. If they don't, go to the campus Chief of Police or whoever it is and file a complaint.

What gives someone the right to move another person's vehicle? Besides, there are tons of empty parking spaces in our complex. People just don't like to walk an extra ten feet.
Chain it like a bike next time.
And what, pray tell, shall I chain it to? The asphalt? This is a scooter, not a bicycle. It is illegal to have/drive/park it on the sidewalk. Also, not that it matters, but it is a full sized, 2 person scooter with trunk. It is the size of a motorcycle, not one of those dinky little Vespas or Buddys.
Not sure what crime it'd fall under.
And I guess that's the main problem. But I don't understand why this vehicle should be treated any different than one with doors. If I got into someone's car, jacked it into neutral and rolled it somewhere else, while I was in and moving the car I would have technically temporarily taken possession of it. That sounds like GTA to me. I guess that's what sort of irks me about the situation. Scooter owner/operators are always being treated like second class citizens by both other drivers and law enforcement.

As I said, it was dark last night when I got home at ~12:30 so I couldn't see anything. But today in the light, there are some scratches. I don't know if it happened yesterday or some other point during the winter and I don't know how I would prove someone who moved it had done it anyhow. But the thing is, someone knows. This thing can barely be put up on it's full body stand by one person. It would have taken at least two people to have moved it (maybe more), not to mention that the steering column locks sideways when parked. I don't see how damage could not have been done by rolling it off the stand with the front wheel sideways, then attempting to move it and re-mount it on the stand with the tire sideways.

I don't go for that type of thing. Besides, the scooter is for cruising in the spring and summer. And girls do dig that. For real travel and inclement weather I have a Honda Accord EX. I can appreciate your concern, but believe me - it is unwarranted.
Was the scooter blocking another vehicle?
Nope. Just parked all winter long in a parking stall. I'm not stupid enough to ride a two wheeled, motorized vehicle in any sort of precipitation. I rode it home once right as it started raining. Now I walk if I'm out and about and the weather goes bad.
