Just think about it...
If item in cart = < $10
and
$10 GC applies to all items
then item is free.
and If all items in card = < $10
then all items are free.
So basically you'd have [x] free games. And the games over $10 would have a huge discount, it would be a horrible business practice because they would lose insane amounts of money.
