For arguments sake, say Soul Calibur sells for $10 normally (usually higher)
Now lets say that Suikoden 2 and Rez go for a combined $200.
Well,
Buying Soul Calibur for $0.25 is 97% cheaper than $10
Suikoden 2 and Rez for $10 is 95% cheaper than $200
By 2 percentage points, Soul Calibur for $0.25 wins!

If you can buy Soul Calibur for $.25, and sell it for $10, then ... For $10, you can buy 40 copies of Soul Calibur. You can then sell 40 Soul Caliburs for $400.
If you can buy Suikoden 2 and Rez for $10, and sell it for $200, then ... For $10, you can buy 1 copy of Suikoden 2 and Rez. You can then sell 1 copy of Suikoden 2 and Rez for $200.
If the numbers provided are even approximately correct, then a copy of Soul Calibur bought for $.25 is worth double that of the worth of a copy of Suikoden 2 and Rez bought for $10 (in terms of resell value).
