Your best luck is to buy a game-only copy at CC for $16.96, and then hunt for a pad seperately.

Your best bet is to score a free one from the free 360 game site if you need both the game and a mat.

The only problem with that is Konami doesn't sell a stand-alone 360 pad (they have them for PS2), and the only 3rd party pad is one by Mad Catz (*shudder*), which based on the reviews I've read, sucks pretty bad.
