I didn't make the rules, whatever their reasons are known only to them.

Not that I benefit from this, I don't have any Apple products, but it makes a change to see something like this apply to the UK and NOT the US, too many times has there been a sweet offer or something go for free, and it's only for the US.
 
Wow, isn't this a twist? It's very rare that those places are the included ones.

I don't get why digital content is area-restricted at all, though. Is S&H really that expensive for electrons?

Only the handling. Those electrons are quite fragile.
