Need eBay advice

I put my PS3 Shockwave code for War for Cybertron on eBay. Even though I stated I would email the code, I put "United States" as shipping (probably should have stated such in the description). The buyer is from Canada, has 1 feedback and joined about 3 weeks ago.

After he bought it, he asked how I wanted to be paid (My listing says I only take PayPal), so clearly he's new at this.

Because he's in Canada and I don't know if the code works there, I don't want to sell it to him. Can I refuse to sell it to him because he's in Canada and my listing said I only ship to the US (even though I say in the description I will email it)?
 
My only advice with code selling is to actually send a piece of paper with a code on it to them in addition to emailing. I've had bad experiences with just emailing a code (tons of jackass buyers who turn around and claim the code doesn't work so they can get their money back and there's absolutely nothing you can do about it).

As long as there is a physical representation of the DLC being mailed out (a card for instance) it is okay. If e-mail is the desired delivery method, as long as you don't mention it in your listings you will be fine -- just make sure to ask if the customer wants the code physically mailed or sent through email.

If it is DLC that has no physical representation, even writing the code on a piece of paper and mailing it out counts. As long as one tangible item is being exchanged eBay could care less.

If you absolutely must mention email in your listing just make sure to post it in the information services category. eBay is fine with you selling DLC as long as it is in that category.
 
The code should work fine in Canada.

And in the future if you only want to sell only in the US you need to mark the countries you wont ship to in the exclusions list and also state it in your description.

I do mention the code would be emailed in the listing.

I'm thinking I should tell the buyer I won't give it to him due to his location since it says on the listing I ship only to the US. He hasn't paid me, so I don't think it should be a problem.
