This offer is from a site called Get Games Go, which I'm sure isn't as well known, but it's very legit as I have gotten Steam Keys from it with zero issues in the past. However, Watch Dogs will be Uplay (Ubisoft), so I'm sure that's not very popular either, though I don't know that a Steam version is confirmed yet?

I was curious myself and emailed CS there (and they responded extremely fast btw). The message above is what I got and luckily, the rep also informed me that it doesn't work for North America, due to region locking through Ubisoft. Anything else I've gotten from them have been Steam Keys that works, but I guess Uplay is very restrictive, sucks. Edited OP to reflect changes. Sorry guys.
