Is there any way that I can just charge how much money I want from my credit card so that it will show up in my balance?
 
The only way I can think of involves having two paypal accounts(or a friend with a paypal account), send a payment from account A to account B and then have the person with account B send it back(not refund, SEND). There will be a small fee to do this though, similar to a cash advance fee.
