i'm quite dubious myself, but i've read a lot of people that say the exact opposite (on the other hand Microsoft Points are really region locked...)

we need someone who can confirm this doubt
and maybe someone who can mail back the redeem code from the states, u know...

I don't think it does, hence why specialist sites bother stocking different region cards.
Arcade codes from overseas work though.

yes, surfing around the intertubes it appears there are different 12+1 subscription cards. some are region locked, some are free. dunno
