Anyway, I got hit out of nowhere with a random ass bill from my grandfather, and now he needs money for crap around the house, it's either pay or GTFO for me. -_-

AFAIK they are tied to your account. You'll have to download them again but they should remember you bought them if you use the same account.

Keeping the hard drive will gain you nothing, except not having to download your purchases again. XBLM purchases are tied to the console serial number AND your XBL account. So the copies on your HDD will only be usable on another 360 if you're signed into live. But if you're signed in, you could just re-download everything you own.
