Are there any good ones out there that will allow Canadians to join, do the offers then actually ship to Canada?

Well, Prize Rebel has offers for Canada, but only about a page worth. I'm not sure how much you can squeeze from the site, but apparently they would have no problem sending stuff to you. They also will send to the UK.

Gaming Lagoon (and Videogame Lagoon I assume) also has limited Canadian offers.

Cashcrate also allows Canadians (and other english speaking countries) but thats just a check mailed to you.

For referral/points sites you can check my signature. Any site that is in the "trainn" network you can do via points (DIY) or referrals. As a Canadian you prob want to do referrals due to the limited offers.
