He should try a little harder. Maybe if he registered the game with ubisoft he'd be able to download it.

The issue is that when you buy the digital version through ubisoft, they give you a download link to the install files. What he needs to do is find someone (here on CAG or elsewhere) to give him a link or upload the download file to him, and after he downloads the game and install it, he'll be able to use his key.
