Sending a paypal payment as gift when buying?

Heard some people got scammed because of this....There is no way to file a dispute if this is done. With the number of transactions I've done on CAG, so many people on here ask to send the payment as gift when something is sold, I still see paypal asking me to cover a fee when sending gifted payments though?

It's still against the forum policy, but more importantly it really is more of a "Send at own risk" kind of a thing. Obviously CAG won't be able to monitor how payments are being made between traders, but it really is more about security rather than breaking the rules.

Bank account not tied to it? I think it used to charge me a fee for gift payments before it verified me. I could care less how they want my payments on the forums I trade on since almost all the items I buy are under 20 and I check the feedback before offering.
 
An easy solution would be to just factor the paypal fee into your offer no matter what the seller says; if you don't want to pay more than $37 simply don't offer more than $35.
