SFIII: Double Impact

I saw this at an EB near New London, CT. Is it worth it for $20?
A part of me is thinking I should hold off and snag Anniversary Collection for PS2. However, it does seem that SFIII: First Impact and Second Whatever aren't available anywhere else, right? Is Third Strike an amazingly better upgrade?

Care to explain why you'd say 3rd Strike is the worst?

I find that 3rd Strike is completely more balanced than Second Impact (I only played New Generation in the arcades for a short time, and not enough to know what differences it had when Second Impact was released).
